The following may help organizations based in the United States of America comply with Section 208 of the USA's Further Consolidated Appropriations Act, 2020, Public Law 116-94, enacted December 20, 2019:

Jonathan Bullard has been solely responsible for Tunnelblick development since early 2010. (Tunnelblick was originally developed by Anglelo Laub in collaboration with several other authors including Dirk Theisen.)

Jonathan Bullard compiles the source code into binaries and is responsible for and controls the distribution of both the source code (through GitHub) and the compiled binaries (through GitHub and the Tunnelblick website).

Jonathan Bullard is a citizen of and lives in the United States of America.
Thus, Tunnelblick's "Country of Origin" would likely be considered the United States of America.

Tunnelblick contains and uses copies of the following source code developed by others: OpenVPN, OpenSSL, LibreSSL, LZO, LZ4, PKCS11-Helper, and Sparkle.

Almost all Tunnelblick users download and use the binaries distributed from the Tunnelblick website. They do not compile the source code themselves.
